Minutes of the monthly audit meeting of the Town Board
of the Town of Olive held Monday, March 3, 2003, 7:30 pm at the Town Meeting
Hall in Shokan, NY.

In the absence of the Town Clerk Supervisor Leifeld presented
information for preparation of the minutes.
The Town Board audited the bills for the month of February
and set the agenda for the March 4th meeting.
All business pertinent having been discussed the Town Board
adjourned at 8:45 pm on a Leifeld/La Monda motion.

Minutes of the regular monthly meeting of the Town Board
of the Town of Olive held Monday, March 4, 2003, 7:30 pm at the Town Meeting
Hall in Shokan, NY.

On a Johansen/Chase motion the Town Board approved the minutes
of the February meetings as submitted and corrected by the Town Clerk.
The following correspondence was read and filed:
#14-03
Senator Bonacic states he will be present at the Ulster County
Office Building on March 6, 2003, 10 am until 12 noon to explain his bill
regarding tax exemptions.
#15 & #16-03
Senator Bonacic and Assemblyman Cahill sent response letters
regarding the Town Boards resolution endorsing the implementation of the
Catskill Interpretive Center.
#17-03
Time Warner states that effective March 19, 2003, several channels
will be added or moved.
#18-03
As the West Shokan mail carrier Carole Roberts thanked the
Highway Department for their dedication in keeping the town roads plowed and
safe this winter.
#19-03
Astrid Nordness of West Shokan states she would like to be
considered for a position on the Planning Board if one should open.
On a La Monda/Chase motion the Town Board unanimously approved
payment of the following preaudited bills: Highway Vouchers #40-#81, $30,542.54;
General Fund Vouchers #62-#101, $22,626.86; Street Lighting Voucher #SL-02,
33.39.
Under Old Business: Supervisor Leifeld stated the town has
requested price quotes for a new garage door from Overhead Doors and Darmstadt
Doors. He noted this would be for the area where the ambulance is housed at
the Highway Garage. Overhead Doors did not respond and Darmstadt Doors submitted
a price quote of $1,665.00. On a Leifeld/La Monda motion the Town Board unanimously
approved purchasing the garage door from Darmstadt Doors.
Supervisor Leifeld stated that Colonial Roofing, Cama Roofing,
and Advantage Roofing have all submitted price quotes for repairing the roof
on the Highway shop. He stated he would like to table this issue temporarily
to further evaluate the situation. He stated, however, that he would like
to have it completed by the end of April.
Supervisor Leifeld read correspondence #20-03 from William
Mason of the AFSCME Council 66 which acts as notice that the Local 750 intends
to renew the current agreement which expires December 31, 2003. Town Board
members noted the Union Contract expires June 30, 2003.
Supervisor Leifeld stated that in restructuring the Transfer
Station fees the Town Board failed to include the new price for household
garbage bags. He stated the disposal fee would increase from $1.50 to $2.00
per bag.
Supervisor Leifeld stated the cash received for January 2003
is $2,401,822.33 and interest for January was $938.77.
The following committee reports were submitted:
FIRST AID representative Council Member Chase noted that on
March 19, 1973 the Olive First Aid was started. She stated there is no plan
to celebrate their 30th year anniversary until sometime around
June.
PARKS & RECREATION liaison Council Member Chase submitted
report #21-03 noting an ad was placed in the newspaper for life guards and
a pool supervisor; a soccer committee is being established to help assist
with the current program; emergency planning procedures were discussed; Little
League registration will take place toward the end of March; T-ball registration
will be held in late June; and the tennis courts need care and repair.
FIRE DEPARTMENT report #22-03 showed a total of 35 responses
by the five companies during the month of January.
TRANSFER STATION liaison Council Member Burkhardt submitted
report #23-03 for the month of January showing total revenues as $3,735.00
and the expense of hauling away 44 tons of refuse costing $3,087.00.
POLICE COMMISSIONER La Monda reported incidents and assists
for the month of February with accidents being the largest number of responses.
Training will be done this month regarding fingerprinting, legal updates,
and use of force.
HIGHWAY COMMITTEE liaison Council Member Johansen submitted
report #24-03 noting January was demanding on the Highway Departments time
due to the numerous snowstorms. She noted that overtime mounted to approximately
120 hours per man which is far above the normal amount of 80 hours per man.
She noted that some of this time will be taken as comp time. She stated
the town purchased a 1978 Osh Kosh from Sandy Creek for $20,100.00 that will
replace the 1966 Osh Kosh for which parts are not available. She noted that
Highway Superintendent Fugel obtained a 1997 Ingersoll Rand/John Deere Diesel
250 CMF air compressor for the price of $7,250.00.
ENVIRONMENTAL representative Anne Altshuler stated she was
unable to attend the last county meeting of the Environmental Management Council.
All present wished Anne well in her new home in Chenango County.
TOWN CLERK Rozzelle submitted report #25-03 for the month of
February showing $327,025.41 in tax collections and $5,912.73 town clerk revenues.
She thanked all town volunteers who deliver meals Monday through Friday to
Olives homebound seniors. She stated she appreciated their commitment to
the program and for weathering the winter storms.
Under New Business: William Barrett submitted his letter of
resignation (#26-03) as member on the Olive Planning Board. Supervisor Leifeld
stated he would like to review some of the resumes and set up interviews.
On A Leifeld/La Monda motion the Town Board unanimously approved
the appointment of Rich Fisher as member to the Olive Fire Department. (#27-03)
Supervisor Leifeld stated that Attorney for the Town Peter
Graham states it is not just a simple resolution to implement the law regarding
the service awards program for the Olive Fire Department. He stated that
Attorney Graham has been inundated with work lately; therefore, Supervisor
Leifeld stated he spoke with Fire Department President John Ingram and requested
the Fire Department Board of Directors contact their attorney for assistance
in implementing the process.
Supervisor Leifeld stated that IWA Wireless Service has contacted
the town stating they would like to engage the interest of the town in partnering
a wireless facility. General consensus of the Town Board is to table this
issue.
On a Leifeld/Chase motion the Town Board unanimously approved
the following fund transfer: $27,350.00 from Highway Machinery A to DA5130.2
Machinery
Equipment.
Supervisor Leifeld stated that in the Masterpage lawsuit against
the Town of Olive the issue is headed for federal court with the town requesting
the issue be dismissed and Masterpage asking for the federal court to let
them do what they want.
All business pertinent having been discussed the Town Board
adjourned at 8:10 pm on a Leifeld/La Monda motion in memory of Gene Rougeux
and Michael Smith.
