Minutes of the audit meeting and regular monthly meeting
of the Town Board of the Town of Olive held Tuesday, September 2, 2003, 7:30
pm at the Town Meeting Hall in Shokan, NY.

On a Leifeld/Johansen motion the Town Board unanimously approved
the minutes of the July meeting as submitted by the Town Clerk.
The following correspondence was read and filed:
#59-03
On a Leifeld/La Monda motion the Town Board unanimously
approved the membership of Tim Corker to the Olive Fire Department.
#60-03
Rob Parete, District #3 Ulster County Legislator, submitted
a copy of his August 18th letter to the Onteora School District
and to the Ulster County Legislature urging them to not adopt the large parcel
law.
#61-03
Yvonne Persons, Corresponding Secretary of Olive First Aid,
Inc., thanked members of the Olive Town Board for their generous donation
of vegetable platters for their spring Open House.
On a Johansen/La Monda motion the Town Board approved payment
of the following preaudited bills: General Fund Prepaid Voucher #386, $100.00;
General Fund Vouchers #387-#426, $20,981.70; Street Lighting Voucher #8, $29.13;
and Highway Vouchers #272-#311, $64,613.92.
Supervisor Leifeld noted this months Recreation Committee
meeting will be held September 24th at the American Legion 7:00
pm. He noted the Town Board will be meeting with the committee to discuss
the issue of outside residents participating in Olives programs.
Supervisor Leifeld noted the monthly income for July 2003
was $19,292.92 and interest received through July 2003 was $9,377.79.
The following committee reports were submitted:
FIRST AID representative Council Member Chase submitted
report #62-03 for July and August showing 27 responses for July and 31 responses
for August. Council Member Chase submitted correspondence #63-03 personally
thanking the Olive First Aid Unit for their recent response to one of the
homes on her road. She stated it was her distinct pleasure to see them in
action.
PARKS & RECREATION liaison Council Member Chase submitted
correspondence #64-03 reporting on the August 27th meeting of the
Recreation Committee that centered on discussing events from the entire summer.
The pool opened June 14th and closed on September 6th and
the summer recreation camp ran July 7th through August 14th
with 285 campers enrolled. She stated recreation participants will be selling
community business discount cards to raise funds for the Olive Athletic Association.
Little League ran May 3rd through June 29th with an
All Star team competing in a tournament. Adult Softball was comprised of
eight mens and seven womens teams which should conclude their season in
mid September.
FIRE DEPARTMENT report #65-03 stated the Olive Fire Department
responded to 44 incidents during the month of July.
TRANSFER STATION liaison Council Member Burkhardt stated
they are in the process of reviewing upgrades necessary at the facility.
POLICE COMMISSIONER La Monda submitted a monthly report
and stated the annual Bike-a-thon will be held Olive Day with Officer B. J.
Leifeld running that program. Officer Dawn Beers will be presenting a demonstration
on the proper use of child seats.
Supervisor Leifeld recognized Paula Minew and Henry Rank
who were in attendance. He noted that both Paula and Henry are candidates
for Town Board positions.
Supervisor Leifeld stated it was an outstanding showing
from the Town of Olive at the recent school board meetings regarding the large
parcel bill. He thanked any and all who came to the school those nights.
He noted the presence of Olive residents was instrumental in the school board
decision of not implementing the large parcel bill for this school tax year.
He stated the large parcel bill issue is on tonights agenda to see how the
Town Board feels about dealing with Ulster County on this issue. Supervisor
Leifeld stated he would like to suggest that the Town Board meet somewhere
again, incorporating Warwarsing and Hurley into our presentation. Council
Member Johansen stated that Legislator Rob Parete suggested that as many as
possible should attend the September 15th county legislative committee
that is handling this issue. She stated that Rob Parete has been able to
table this issue for two months running and has suggested that the Town Board
be there.
Regarding the proposed Hudson Hollow Road, Supervisor Leifeld
stated the situation is that Highway Superintendent Jimmy Fugel has approved
the road construction and under normal cases the developer would complete
the required legal paper work. He stated he had mailed all this necessary
information to Mrs. Doyle; however, she has not received it due to having
a different address than what was on file with him. He stated there would
be legal fees for drawing up the necessary paperwork so the people along that
road should get together to share that cost. Supervisor Leifeld stated
the performance bond money for this road has been put away for many years
with the idea that if anyone came along and finished the road and the lots
are sold then they are entitled to a town road. He informed Mrs. Doyle that
the fact that this is an old subdivision is no guarantee that septic approval
will be granted due to new guidelines. Council Member La Monda stated he
would like to know how many building lots are going to be approved in that
area. Mrs. Doyle stated she cant get the people in that subdivision together
noting that Mr. Westervelt wont show because he knows he sold her a lot with
problems but she stated there are going to be four homes as of right now.
She stated that lot #29 and #30 are being combined. General consensus was
that the Town Board would meet on September 11th at 7:30 pm with
people along this roadway and also to discuss the large parcel bill presentation
to the county. Supervisor Leifeld stated to Mrs. Doyle that our Town Attorney
has stated the town should refrain from initiating the town road request nothing
this should come from the residents. Council Member La Monda stated he still
wants to know who holds title to the road. Mrs. Doyle stated that Mike Bernholz
holds the title to this road and it states the road is to be taken over by
the town. She stated she was told what to do in order to get this road taken
over and has done everything so there is no reason the town shouldnt take
it over. Council Member La Monda stated he feels it hard to justify taking
over a town road for only one home. Council Member Burkhardt stated property
owners in that subdivision need to be at this September 11th meeting
to answer questions from the Town Board. Mrs. Doyle stated she would like
to see Buster Dunn get paid for building the road.
On a Leifeld/La Monda motion the Town board unanimously

Tree McElhenny thanked the Town Board for their impressive
presentations at the Onteora School Board meetings.
All business pertinent having been discussed the Town Board
adjourned at 8:30 pm on a Leifeld/La Monda motion in memory of William E.
Leskody, Patricia Ann Molloy, and Walter Peterson.
