Minutes of a public hearing of the Town Board of the Town of Olive held Thursday, November 4, 2004, 7:30 pm at the Town Meeting Hall in Shokan, NY. The purpose of the meeting as stated in the legal notice was to hear all in favor of or those opposed to any item or items contained in the 2005 Preliminary Budget.

Supervisor Leifeld presented the 2005 Preliminary Budget to the two persons present and asked for any comments. The two residents of Haver Road stated they were in attendance to get information regarding the large parcel bill.
Supervisor Leifeld noted the following changes in the budget:
Budget items .1, personal services, will increase 3%
.2 (Equipment) and .4 (Contractual) are remaining the same
Health Insurance is up 16.8% but there is an established a capital reserve for insurance and some funds will be coming out of there
Supervisor Leifeld submitted informational sheet #111-04:
General Fund tax rate decreased approximately 12.1% from $153.15 to $134.59 per thousand
Highway Fund tax rate increased approximately 3.6% from $164.80 to $170.75 per thousand
Special Fire District tax rate increase of approximately .36% from $63.71 to $63.94 per thousand.
Total amount to be raised by tax decreased 2.74%
At 8:00 pm two residents of Acorn Hill Road entered the meeting to receive information regarding the large parcel bill and the school taxes.
Supervisor Leifeld introduced correspondence #112-04 outlining the Capital Reserve accounts that collectively have a balance of $933,817.69.
Amy Friedman of Haver Road stated the Onteora School District should take a lesson in fiscal management from the Town of Olive.
On a La Monda/Rank motion the Town Board unanimously approved maintaining the services of Arthur P. Scheuermann, Director of Legal Services for the School Administrators Association of New York State regarding submitting a proposal for undertaking the legal work regarding the formation of a new school district within the geographic area of the Town of Olive. Mr. Scheuermann’s hourly rate is $200.00 per hour estimating 10-15 hours maximum plus expenses.
All business pertinent having been discussed the Town Board adjourned at 8:25 pm on a Leifeld/La Monda motion.
